Turkish characters are not the same when compared with formula language

Problem:
There were two separate issues that needed to be addressed.

The issue involving the formula comparison failure of Turkish text entered via
Notes 5.x with text entered via Notes 6.x was reported to Quality Engineering
as SPR# DJOE5VGC5W and has been addressed in Domino 6.0.4/6.5.3.

SPR# DJOE5VGC5W - Fixed comparisons between Turkish characters saved in R5 and
Turkish characters saved in 6.x. This problem is fixed in 6.0.4/6.5.3

The issue involving the formula comparison failure of Turkish text entered via
a browser as reported to Quality Engineering as SPR# PCOY63KKPX has been fixed
in Domino 6.0.5, 6.5.4 and 7.0.1.

SPR# PCOY63KKPX - Text entered via the browser including two Turkish characters
are not the same when compared with formula language. Some Turkish characters
(for example, Latin capital letters with cedilla) would translate to different
LMBCS characters depending on the preceding character (example, Latin capital
letter "i" with dot above). This change fixes that problem (for Turkish locale
only).

Note: An issue involving recertification issues with user names containing
certain Turkish characters is also addressed in Notes and Domino 6.0.5 /
6.5.4. For more details on this issue refer to the document titled
"Recertification of Users Does Not Complete when the User Name Contains Certain
Turkish Characters" (#1179114).
